State radio, which had earlier gone off the air, then began playing the national anthem and a man who did not identify himself read a brief statement. Government officials later said they had retaken control of state television and radio, and that they had put down an attempted coup. The defence and interior ministers went on state radio to reassure the population that the attempt had failed. But sporadic gunfire continued in the streets of Abidjan, interrupting what normally would be the Monday morning rush hour. The streets were nearly empty in much of the city, apart from soldiers brandishing guns. Two bodies, one in civilian clothes and the other stripped to his underwear, lay by the side of a highway on the edge of downtown. Officials have stated that a number of assailants were killed, but did not specify figures. Two paramilitary officers were also killed and many others injured, Defence Minister Lida Kouassi said on state television. The identity and strength of those involved in the coup attempt is a mystery, they did not give their identity during their radio broadcast. But Kouassi has stated that fifteen people have been arrested and security forces were searching for more suspects. He did not identify the suspects. Prime Minister Affi N'Guessan earlier identified the attackers as soldiers who were not wearing their uniforms, an admission that internal political allegiances within the military could be the cause of this latest outbreak of violence. The West African country has been plagued by instability since a coup in December 1999 that brought General Robert Guei to power and shook the country's reputation for stability. It was followed by two major military uprisings, tumultuous elections and a brutal wave of killings. General Guei was ousted by Laurent Gbagbo after elections in October, but there has been repeated speculation that he is trying to stage a comeback. But President Laurent Gbagbo's triumph rapidly disintegrated into political and ethnic fighting between his supporters and those of rival opposition leader, Alassane Dramane Ouattara. The army is divided and there are rumours that some soldiers remain loyal to General Guei. There are also reports of political and ethnic fighting between Gbagbo's supporters and those of Ouattara. Ouattara, a Muslim, was barred from running for president and later for parliament because of questions about his nationality. He insists that he and his parents are Ivorian. Street violence, sparked by Ouattara's exclusion, shook Abidjan again this December, and tensions persist between Gbagbo's mainly southern, Christian followers and Ouattara's mostly northern, Muslim supporters. Laurent Gbagbo had defied the calls to step down even though results tallied by the country's electoral commission and certified by the United Nations showed he lost by a nearly 9-point margin to long-time opposition leader Alassane Ouattara. Ouattara's government has been holed up in the Golf Hotel under UN protection despite its widespread international recognition. African leaders arrived in Ivory Coast on January 3rd 2011 to help mediate between the opposing sides The leaders represented the Economic Community of West African States, or ECOWAS, a 15-member regional bloc that threatened military action if Gbagbo does not agree to step aside. The presidents, Thomas Yayi Boni of Benin, Ernest Bai Koroma of Sierra Leone and Pedro Pires of Cape Verde were also being joined by Kenyan Prime Minister Raila Odinga, who is representing the African Union. By January 18th the political impasse showed no signs of ending in the Ivory Coast, as unrest rumbled on and the diplomatic effort to solve the stand-off continued. The African Union envoy to the Ivory Coast, Kenyan Prime Minister Raila Odinga, arrived in the capital Abidjan in yet another effort to persuade incumbent president Laurent Gbagbo to cede power. Gbagbo insists he won the November 28 presidential election even though results tallied by his country's electoral commission and double-checked by a special United Nations observation mission showed Ouattara had won. Odinga's visit marks the fifth time in as many weeks that an African leader has come to speak to the defiant Gbagbo, who later met Odinga at the presidential palace. After their meeting Odinga told reporters he had had "very useful discussions" with Gbagbo. Following their meeting, Odinga told reporters at the hotel that he had had "very fruitful discussions" with Ouattara. (12 May 2017) There was fresh military unrest in Ivory Coast's two largest cities on Friday. The violence came a day after Ivorian television broadcast pictures of soldiers behind a mutiny in January meeting President Alassane Ouattara. The soldiers apologized for their actions and dropped their demand for unpaid bonuses. Tensions erupted afterwards and heavy gunfire rang out overnight in the second-largest city of Bouake, according to residents on Friday. Meanwhile, armed soldiers were demonstrating in Abidjan's Plateau district. The mutinous soldiers are former rebels who helped put Ouattara in power after his predecessor refused to cede office after losing the 2010 election. They have sought higher pay and better living conditions, leading to the January mutiny. The rebels claimed they had taken over the capital of this West African nation and forced a Nigerian-led coalition that is backing the government to retreat. But the Nigerian Defence Ministry said its Western African peacekeeping force ECOMOG had the situation in hand and was preparing to drive the rebels out. Nigerian-led peacekeepers and their freelance militia allies have been consolidating their control of the Aberdeen district in Freetown. Their leadership claims that they were driving rebels out of Sierra Leone's capital and had retaken the presidency building But so far it has been impossible to confirm it since telephone lines to Freetown have been cut, virtually severing communications with the outside world. SOUNDBITE: (English) "Fighting has been rough in the last few days, I would say. Food and water is reported to be running out and the sporadic electricity supply to the city has failed completely. In Washington, U-S State Department Spokesman James Rubin expressed his condolences to the family of Myles Tierney. SOUNDBITE: (English) "We express our deepest condolences to the family of Myles Tierney an A-P Television News producer who was killed on the 10th in Sierra Leone while covering the unrest in that West African country, it just points up the extraordinary risk that people in your profession go through to report the news from around the world. Our consellor officer in Guinea is endeavouring to work with the authorities in Sierra Leone to ascertain the exact circumstances of his death and also to provide the documents necessary for repatriation of the remains of mister Tierney to the United States" SUPER CAPTION: James Rubin, State Department Spokesman The rebels' acting leader, General Sam Bockarie, last week rejected a ceasefire proclaimed by President Ahmed Tejan Kabbah. Kabbah returned to power 10 months ago after ECOMOG ousted the rebels, who had gained control during a bloody coup in May 1997. Since then, the insurgents have been rebuilding, strengthened by defections from Sierra Leone's military and mercenaries from Liberia.
